GSA’s Public Building Service (PBS) sets rigorous standards for new construction, as well as for major repair and alteration projects that cost more than $2.8 million.
The new, performance-based P100 standard defines the requirement, but lets the agency’s professional partners determine the best way to achieve it.
Four acceptable performance levels give Project Managers flexibility – for example, in a building in a sunny but mild climate, the manager may choose a baseline standard for insulation, but a higher standard for windows, in order to limit solar heat gain.
