GSA Moves to a Single Schedule in FY19-20

 

At the end of last year, GSA announced plans to consolidate the existing 24 separate schedules into a single schedule.

Under the Schedules program (GSA Contract, Multiple Award Contract (MAS), Federal Supply Schedule (FSS) the agency establishes long-term, government-wide contracts with commercial firms, offering over 10 million commercial supplies and services to federal, state, and local agencies. Approximately $31 billion dollars is spent through this program each year. Phase One of the transition has already begun:

Phase One – Develop the New Schedule

FY 19 (ending on Sept 30 2019)

  • Create a solicitation for the new single schedule
  • Review the terms and conditions for each current schedule
  • Map duplicate Schedule Item Numbers (SINS) across the current solicitations
  • Use existing Category Management techniques to better organize offerings
  • Release the new single schedule, and close existing schedules to new offers

 

Phase Two – Mass Modifications

First half of FY20 ( beginning October 1 2019)

  • Complete Mass Modifications for all existing contract holders, to update terms and conditions
  • Contracts will retain their current contract numbers
  • Vendors may select SINS that were previously on separate schedules

 

Phase Three- Multiple Contract Consolidation

Second half of FY20

  • Consolidate multiple contracts into a single contract for all contractors
