Important Advance Notice for ALL Current GSA Contract Holders

 

GSA will be issuing a Mass Modification to ALL current Schedule contract holders in January. The modification will update your contract(s) to reflect the new consolidated Schedule that was released last month. The new single Schedule solicitation features a simplified format, streamlined terms and conditions, and new categories and SINs.

The consolidated solicitation and attachments are posted on Beta.Sam.gov and includes:

  • Solicitation
  • Available Offerings Summary Document
  • One Attachment for each Large Category (which may include additional instructions or requirements)
  • Regulations Incorporated by Reference

Prepare for the January 2020 Mass Mod:

1) Attend a webinar:

Register for one of two webinars dedicated to the Mass Mod, followed by a Q&A session where you can get any questions answered directly.

Session One: 12/19/2019 at 2:30 pm EST AND Session Two: 01/09/2020 at 3:00 pm EST. (The same information will be presented at both webinars)

 

2) Review the New Solicitation and Understand the New Offerings Structure:

Review the solicitation to understand where your offerings will fall under the new large categories, subcategories, and SINs. The advance notice for the release of the MAS solicitation contains a crosswalk of clauses to available offerings; a matrix of overall clauses included in MAS; and an industry FAQ.  The Available Offerings  spreadsheet includes a crosswalk from the current 24 Schedules to the new MAS Consolidated Schedule.

 

3) Ask Questions:

If you have questions, you can always contact your contracting officer (CO) or the MAS Program Management Office at MASPMO@gsa.gov.

 

When You Receive the Mass Mod, in January

1) Take Prompt Action:

Begin reviewing the Mass Mod as soon as you can.

 

2) Understand Any Applicable Exceptions:

When responding to the Mass Mod, you will be presented with each clause in the consolidated Schedule, and will be able to either accept the clause or request an exception to the clause. You must include a written narrative to justify each requested exception and all exceptions must be negotiated with your CO. If you currently have exceptions, review them in eLibrary and make a note of them, so that you can quickly input any exceptions when you are responding to the Mass Mod.

 

3) Respond To The Mass Mod:

You have until July 31st to respond.

 

Remember – your assigned Contracting Officer, your Contract Number, Period of Performance, and the products and services you offer will NOT change as a result of accepting the Mass Mod.
