Rep. Mike Coffman (R-Colo.) has introduced a bill which would transfer some of the authority for the veteran-owned small business certification process to the SBA.
Under the bill, the VA would confirm that an individual is a veteran or service-disabled veteran. The SBA would then certify that a company was ‘owned and controlled’ by that veteran (VOSB) or service-disabled veteran (SDVOSB).
There has been a great deal of controversy over the way the VA has handled VOSB and SDVOSB certifications, balancing the needs of legitimate companies, while weeding out those who try to take advantage of the system.
Will giving oversight to two different agencies help restore the balance?
