No More ‘Open Ratings’ Reports for GSA Contract Proposals

If you’re planning to submit a GSA contract proposal, be aware of recent changes to the Past Performance requirements for new offerors.

As of Friday Dec. 6th, GSA will no longer be using the ‘Open Ratings’ reporting system to evaluate your company’s Past Performance.

You’ll need to demonstrate a pattern of past performance in one of two ways:

  • You’ve had previous government contracting experience, and have 3 or more CPARS assessment reports on file, or

  • If you have no previous government contracting experience, you’ll need to submit a Past Performance Narrative, and a list of customer references. GSA will contact each of your references directly, and ask them to complete a past performance questionnaire.

You can view a copy of the questionnaire that GSA will send to your references.
